It means exactly that... 20k 'core' miles ie not including promos etc.
When logged in, it lists your 'Current contract period' dates and 'Core mileage earned in contract period'. It then goes on to say "Please note, you will need to have earned a minimum of 20,000 Flying Co miles between at least two active travellers in your contract period for your account to be renewed."
