Normally it would only be for crew, although when flights are full we allow staff passengers on jumpseats. I've only ever had a commercial passenger on a jumpseat once in over a decade - it was to get someone home to say a final 'goodbye' to a parent. The flight was full, but we couldn't leave him behind.
