I doubt there is a perfect solution that would suit everyone. Personally, I would be cheesed off if a Club pax was to board ahead of me if I was an Emerald but flying in Y on the day. BA probably recognise this and prefer to let the queue police itself without getting into Orwellian discrimination: "Everyone is fast track but some are more fast track than others"
