My suggestion is:

1) First announce boarding for all non-elite passengers in economy who don't need special assistance. Herd them into a holding pen, Easyjet stylee.
2) Then start boarding with whatever prioritization criteria the airline sees fit - robustly and consistently enforced
3) Then escort passengers from the lounge onto the plane
4) Then open up the holding pen
