I usually will nudge the stalled bag(s) with my own, though once at LAX the passenger in front of me was particularly rude (long-ish story) during the wait and then left his bags on the table. So that time I didn't push and just put my bags down in front of his on the moveable belt. A couple passengers after me did the same - the look on his face as he waited and waited for his bags was priceless.
