Actually, signage isn't sufficient. You can't make something illegal by putting up a sign, and pre-security in airports is a public space. No different than walking down the street. They could just as well put up a sign saying: "anybody that reads this sign must pay the check-in agent $500". Both equally enforceable.
You misunderstood. I do not believe it is illegal, but if it is they need to inform the hundreds (perhaps thousands) of people that do this. Signs would do this in part, plus enforcement.
