You are correct, China Mobile is only TD-SCDMA for 3G, so YES you will fallback to EDGE. Last time I was there it was OK to use for smaller bandwidth services. I've NOT previously seen China Unicom work (which does use HSPA); on the latter I've always gotten prepaid SIM's from this guy
http://www.3gsolutions.com.cn/ and used China Unicom on a Hotspot and just used T-Mobile for voice/sms only. So if you want the free T-Mobile simple rate roaming you will be likely OK to use EDGE on China Mobile via T-Mobile SIM - if you want something faster don't bother buying a high speed package buy a local SIM/prepaid but it WILL be China Firewall filtered.
