OK question: Why do Qantas put staff at the entrance to priority boarding, priority security screening or their lounges? Answer is to ensure that only the people entitled to that benefit recieve it.
You may think that a ratio of every 3rd or 4th bag off conforms with the intention of priority baggage is acceptable. I and most people would not consider that acceptable. The non priority bags should be the exception in the early part of the delivery, not the majority
If the bags are "generally" off pretty fast (not always the case) then as I said the timing of delivery can make a big different to your position in a taxi queue and widen an oerall delay in arriving at your home, hotel etc.
As serfty said there are systems in place to deliver this stated program benefit. That it is not being delivered clearly shows the systems are not being followed, or simply ignored
So given systems that are available are not being followed, and the intention of priority baggage is not being delivered, what would be your explanation of the issue, if it is not the performance of the baggage handlers??
As I said it is a stated program benefit and the airline and its employees are ignoring it. If a "she will be right mate" attitude that you clearly have to the issue is acceptable to Qantas, then do away with priority baggage. If it is important then deliver on it.
