I would suggest that you call - but with a question rather than a complaint... "I'm a little confused / disappointed that I appear to have been moved - do you know why this might have been"?

This is far more likely to elicit a helpful response within the flexibility of the call centre agent. A complaint is more likely to put their back up.. well if I were them then this is how I would instinctively react
