RBC is the underwriter, and I was transferred to speak to an RBC rep because the AMEX rep was not certain about this situation. The RBC rep repeated emphatically to me "NO AMEX cards, none!"
In order to get "Flight and baggage delay" and "Lost and stolen baggage" insurance, the flight cost must be charged for a FULL fare ticket to get these coverages. So, no coverage is applicable when playing just the Aeroplan taxes/fees.
I spoke with AMEX in Sept 2013, so unless things have changed YMMV big-time if you want this flight insurance coverage on an Aeroplan Reward booking. mikeycanuk, if I were you I'd call and speak to AMEX again (and ask to be transferred to an RBC rep)...let us know if things have changed.

Conversely, the CIBC Aerogold VISA (regular or AeroInfinite) WILL provide "Flight and baggage delay" insurance, but only if it is used to pay the taxes/surcharges/scamcharges on a Reward booking that was redeemed from the SAME Aeroplan account that is attached to the paying Aerogold's VISA account.
So, for eg, if we use my wife's Aeroplan points to make a reward booking, but I use MY CIBC Aerogold VISA attached to MY Aeroplan account, to pay for the taxes/fees on the award booking, we will NOT get the insurance coverage. This info was provided not by CIBC, but by their underwriter, RSA.
Everyone, please adjust your Aeroplan redemption insurance coverage expectations accordingly. I won't doubt that some people may have been offered travel insurance from the AMEX card payment on Aeroplan redemption bookings, but if so, then it was a mistake on AMEX/RBC's part.
Great information. Thank you!
