At first Incomm was trying to tell me that when i entered my mom's BB I must have entered an extra 0 in her acct number (it does have several in it and a few in a row) and I accepted this but Amex BB said that would be impossible as no 16 digit account numbers exist at Amex, as we know. I also know that if I had done this, the VR load page would have said the card number being loaded was invalid, not the VR. Instead it instantly said the VR was already used.

Amex was limiting what they would help me with since this was not my card but they did generally understand that I had used my VR to load this card. They got Incomm on the line in 2 calls and in the final one, it was a BB supervisor who got Incomm to start the ticket and tell me its number. So I will have to wait to see if and when the $500 should appear on her BB or whatever.

What a pain, eh?
More than a pain to others.
Incomm and Vanilla Reload are cheats that will make up any pretext to hold
onto your money including telling you it's your fault for putting in the wrong number. 72 hours for resolution is outright BS.
Imagine the hundreds of people that just give up and write off whatever funds they have had shut down and made inaccessible.
I see a class-action suit forthcoming against this skuzzy organization.
