I was looking at some non-wheeled totes, but of course most of the manufacturers don't add the front pockets which can easily add 1~3 cm...
You'd want to look for something < 18" including handles for ANA domestic. The Osprey Ozone comes in 18"

If you can live without your luggage for a day or two and are willing to spend additional money, you can also have it sent via Takkyubin parcel delivery from a domestic hotel, airport, or convenience store to your domestic destination. I sometimes go with this option if I'll be taking commuter/sightseeing trains and buses since there can be limited luggage space and some station exits have a lot of stairs.
