My fears is the "monkey see, monkey do" temptation will get too great, as soon as few competitors cave on the issue and start raking in lucre.
I am curious how the airlines will be able to monazite personal cell phone usage. Do you think they would setup their own "plane specific" cellular network and charge for its use?
