Attempted to load again and got a message that the PIN had already been used. Called InComm, who acknowledged an issue and told me to call back in 2-4 hours after giving me a ticket number. Called back 4 hours later; InComm CSR said there was still no resolution and to call back in 24 hours. Called back 24 hours later this evening, CSR told me still no resolution and to call back 72 hours from the time the ticket was entered (so ~44 more hours). Called BB, who told me that there is currently a known technical issue and to expect my funds "tomorrow" with no time frame. We shall see... I consider myself fortunate that I'm only missing $500 at this point.
Update: I received a call from InComm today who told me that the VR PIN that gave me the error was fixed, and that I could attempt to load again. However, they told me that I would not be able to load it to the same BB, and that I would "have to purchase a new card to load it to". Going to attempt to load to Serve now, so we'll see.
ETA: it worked, got my missing $500
