The latter. It's just that some FTers have been surprised by when the statement actually drops, e.g. Chase didn't move the date as expected.
FWIW there are still 50k signs all around LAX Terminal 1 with no expiration date indicated. This deal may continue indefinitely, especially at the new 70 points per dollar redemption price.
