from what I understand,
The citi episode was just random where as from what I was able to gather Wells Fargo actually tracks the number of calls made within a certain period of time and sends you to fraud department if a set number is exceeded. Their security standards as a bank/card issuer are like fort Knox level, which can either be a great thing or seriously annoying depending on circumstances.
If you are interested you can read my rant on what happened when I went to CVS with my WF card on the WF 5X thread... I have since fixed the issue and used my WF card today at CVS without issue ^
