The resource airlines use to determine who flies (or not) is Timatic Web by IATA. Star Alliance provides a version here.

No reason to suspect Timatic / IATA are wrong.

  upon arrival in Thailand.
- Visitors who are visa exempt are required to hold documents
  for their next destination.

- Visitors over 12 years of age are required to hold
