I bought a B&R U420LC-4 Baseline Carry-on International Upright last year and like OP found the stated measurements were smaller than the actual sizing but fortunately not by enough to have caused me any problems so far. The bag fits all larger jets and the regional equipment I've flown on including CRJ and to my pleasant surprise recently even a Bombardier Q400 turboprop.
