I can say this is not true. I had a BK many years ago and owed north of 20k to Chase on 3 accounts. All were discharged and I never repaid them for those discharged debts. Also I have never had a Chase Checking or Savings account.
I now have 1) Chase Sapphire Preferred 2) United MileagePlus Explorer Card and 3)Chase Freedom, with about 30k total credit limit.
Maybe they have a time limit, or changed their policy at some point, but I can say that they don't have a blanket lifetime ban.
