Tax offset fee CREDIT?

In June, I transferred a bunch of MR point to Delta Skymiles and was assessed a $99.00 "tax offset fee" on my PRG account. Though I didn't like it, I expected it as it wasn't the first time I converted MR points and had been charged the fee.

Oddly, two weeks ago I was credited for the 99.00 charge, with the memo appearing on my statement: "MEM RWDS AIRLINE TAX OFFSET FEE CREDIT."

I spoke with a CSR and asked about it, explaining that I certainly wan't complaining, but wanted to know what I did to earn it, as it may be helpful for future transfers. The CSR looked at the credit and the original charge from June, and told me he had no idea how I got the credit.

Anybody else have a similar experience, or know how I might have gotten it?

(As a side note, he did tell me what a wonderful history I had with Amex, going back to 1995. I asked him if he could give me some points for my loyalty. He said, no, but he could give me a $50.00 credit!)
