I would be surprised at the questioning seeing as the OP chose a car from the Gold Choice. I would understand the questioning if they were trying to switch out to a Mercedes or Cadillac. Even then, they would probably just charge an upgrade fee if it wasn't already assigned to someone else. OP also stated they tried to find CSR, but couldn't find one.
I doubt very much that there was no Hertz agent on site. If the person went to the office, I expect one would be there or would return soon
