Is last-seat standard award inventory for elites for mainline flights only?

Tomorrow's CLE-MHT flights have seats for sale, but do not have Standard coach awards available. They don't even have YN or HN fare buckets. They're UA marketed United Express flights operated by RP (Chautauqua Airlines).



Is the "last seat availability for Standard coach awards" benefit for elites/credit card holders supposed to apply to non-mainline flights?

Here's a snippet of award search results showing that the simplest offered options are on connecting flights, and that I am not in the queasy "half logged in" state where UA does not know who I am (clue is that there is no close-in booking fee):
