A lot of the work was carried out (the additional platforms at Glasgow Central, and the Paisley Corridor Improvements)

The Edinburgh one sounded more ambitious, routing the ECML under the station (similar to Schiphol). This would have made EDI easily accessible from northern England was well as most of Scotland (direct trains from London Kings Cross would be possible too).

Instead the only option is an overpriced tram. Even NCL has better rail access!
Yes, since the SNP had a majority government, there's been little progress on Scottish public transport system. Rail schemes were cancelled, the bus regulation promise died years before, and all that's been brought in is more roads.
