That seems to be a central point of the few commentaries I've found on this current crisis; that the opposition is attempting to go around the democratic system.
I don't know enough about Thai politics to comment intelligently on whether that's accurate or not....on the surface, and to the uninformed (and by that I mean me), that's the appearance.
