i agree that listed luggage sizes can be misleading. my general rule of thumb is if you can't measure the luggage in person, for 2 wheel carry-on: i just opt to get something no taller than 20"; a spinner might even be no taller than 19"-20" though I admit to being extra cautious on this category.
