No, the suites do not automatically give Club access to non-Diamonds. I'm sure the hotel makes exceptions at times. This is a very nice Club so I would use 3,000 points to get access if I weren't a Diamond. Rooms and suites below about floor 25 have views obstructed by buildings - the lower the floor, the more obstructed view. So far as Club rooms, yes they are are the top floors and all have views, my preference being a north bay facing room.
