Maybe not the possibility but the "every story has three sides" theory says take it with a grain of salt...
To answer your other question, US
mainline has an approved gate-to-gate policy, as does PSA and Air Wisconsin according to what I read here. The rest of the Express carriers don't have approval yet as far as I know.
