Usually the plating airline (eg WF) collects the YQ and then either keeps it or passes it on based on the bilateral with the marketing airline (eg UA). If the WF-UA bilateral says 'keep any YQ you may collect' then WF can merrily skip collecting it if Amadeus priced it that way.
