For the noon to 6 layover, you could check out the Air and Space Museum branch near IAD: http://airandspace.si.edu/visit/udvar-hazy-center/

We're able to kill a 2-3 hour layover by taking all of the mobile lounges, trains, and underground walkways, but that may be more geared to a 7 year old's interests :-)
