Technically you satisfied the connection requirement, you will able to check your bags at CTS to your final destination, is SIN your final destination?
No that would be Perth, also on Singapore Air(same ticket), after a 4.5 hr stopover in Singapore. So would expect the bags would be checked right through.

If your travel date does not coincide with Japanese holiday, then security and passport control at NRT should be fine. As long as your CTS-NRT flight is not delayed then thing should go smoothly.
Any idea what the consequences are if the connection is missed? Will Singapore put my friend on another flight, or will it need to be paid for?
