When it says "Non refundable" , it means non refundable. If you buy up to a Flex ticket.. then the rules of the original ticket will apply to the entire ticket. That means your Flex , fully refundable ticket will become entirely non refundable.

Best to just cancel your existing ticket, and see if SQ will refund the taxes and fuel surcharges. Sorry - but all airlines with such tickets have same rules.
