ITA prices will include the fuel surcharge. The reason Wideroe.no was (still is on some fares?) pricing out so cheaply is that the fuel surcharge was not being included.

Recent posts in this thread seem to indicate the fare is mostly dead but possibly is still being offered (in a slightly higher form) between NYC and MXP on AC and LH.
