If you have a good constituent MP (particularly if s/he's not part of government) that's a good place to start. MPs usually like it when they receive a letter about something actually under federal jurisdiction.
Just make sure the letter is specific - "I was through Nexus on X, Y & Z dates and the machines were out of order every time. Why did I pay the $A for Nexus?"
