Somewhat related - is there an arrivals lounge at SIN for OW pax? Have 8 hours in SIN between an arrival on CX (J) and departure on QF (J); would like to freshen up and then go into town to meet some folks for lunch before leaving for SYD.

FWIW, CX 691 in, QF 82 out. Traveler = myself (OWE), spouse and son (both OWR) all in J.
There is no arrival lounge in SIN. However, they don't dump you right into immigration when you get off the aircraft. You end up in the general transit area.
You could go to the CX Skyview lounge and do what you need to do before heading through immigration. They won't let you back into the transit area if you don't have boarding passes for the next flight.
