Just my experience: I bought a Mini from the Apple Store in April. I bought the ATT version because I knew it would accommodate a TIM SIM when in Italy and it would eventually be able to be used on T-Mo. It came with an ATT SIM in the slot, but I never activated the service (just used WiFi). When I got over to Rome, I just popped out the ATT SIM and put in a TIM SIM - worked great. I did not have to ask anyone, anywhere, to unlock the Mini, so it definitely came that way...
