The return is only upto IAH . There is no United involved. And even if United was involved, because IAH is the 1st entry point into US - I have to collect the baggage and then check in onto United.
1. There is a standard policy and that policy is no interlining between separate tickets. If you can get a CSR to do it for you, it's a favor.

2. The DOT rules have nothing to do with whether you retrieve your bags and cart them through Customs, they have to do with the bag fees. Here, the question is what Qatar ought to charge you when you depart to return to IAH.
