Question United Interline Baggage Agreement with Qatar air

Hi ,

I have a domestic ticket on UA from LBB - IAH [Lubbock - Houston]. I am connecting onto an international flight at IAH on Qatar. Both these routes are on separate tickets.

I called UA and they said they have an interline agreement with Qatar and that I should be able to check my baggage all the way through onto Qatar even though they are 2 separate tickets. I would of course need to pay the UA baggage fees.

Previously though , once at the airport - the airline agent says that he/she cannot check the baggage all the way through. Why this discrepancy ? Inspite of telling them that UA phone customer service reps said that this is possible - why do the airport agents do not comply or do not know about this .

What is the proper protocol for this for the customer ?
