Current Immigration process at Dulles (IAD)?

I am leaving for my vacation with my son and when we return, we will be arriving Washington Dulles (IAD).
Our flight arrives at the peak hours of late afternoon (about 17 or so international flights arrriving almost around the same time), so I am expecting a long line at the immigration.
If you have entered thru IAD recently, how was the immigration line (US citizen line that is) at Dulles?
I am contemplating whether to take my stroller or other baby carrier on the trip.
Stroller will be nice if the immigration line is long. I don't have to physically hold/carry him while waiting, but managing our luggage and stroller at the same time is tough.

Baby carrier (those Ergo or that type) will be nice cuz it is not as bulky as the stroller and I can put him on my back leaving my two free hands to carry our luggage, and so.

Just wanted a quick heads up, what I should expect.
