You won't find a an appropriate citation because it is a TSA directive and pretty much all of them are labeled SSO and aren't accessible to the public. They do reference it here though:

Having said that, it's also part of the airline's OpSpec, which carries the weight of FAA regulation even though it is specific to the airline.
