In my experience, I land on 10-28 only when I have a very tight connection.

History lesson: before the existing runway 10-28 there was a runway 10-28 at ATL for about a month in 1999. It was actually Taxiway R that was temporarily converted to a runway during the 9R-27L rebuilding. I was on one flight that landed on this converted taxiway.
