Thanks for the info - no, Canadian PR does not apply to me (yet). Have resided here 3+ years but still on work permit.
So at this point my only option remains GE which I understand I can get through my European passport.

Now this makes sense why they would not offer it, I guess I am a rare case - most longer term residents would be PRs.
