If CVS had a problem with us buying VR with CC, they wouldn't have raised the limit from 1k to 5k per day. That only required a software update, which also added the ID scan thing, so if they wanted to stop us from buying VR with CC it would presumably not require new registers. Their registers also block the purchase of some prepaid products such as Green Dot with CC, but not VR.

If you have a problem it's because the manager/cashiers at a particular store are not aware of corporate policy regarding VR purchases with CC, or have chosen to set a policy for that specific store that is more restrictive than the corporate policy.
