It would have to be a business card, as Citi will not give another personal AA card for ~12-26 months unless you receive a targeted snail mail offer.
No, it will not affect his ability to get a Chase card any more than any other application would, but you may want to look at other cards for collecting Avios as well - the Chase Ink or AMEX Business Rewards Gold cards both have 50K bonuses that transfer 1:1 or better (during AMEX transfer bonus promos) to BA with no fee for the first year.
