Why would you avoid YTZ? Much closer to Toronto, same frequency of flights but flights run at a very low load factor so if one is cancelled, there's almost certainly no problem getting on the next one (whereas in YYZ it could be several flights worth of bumps to clear a whole cancelled plane). No delays with deicing, no queues at security.
I recall a day in June when I was doing my EYW trip where every flight into YTZ was either delayed or diverted to YYZ, and every flight out of YTZ was also delayed, all due to fog.
Given that we were able to divert to YYZ, it didn't appear as if they had those problems. The better ILS can make a big difference for inbound flights, and if inbound flights are on time, it's more likely that outbound will be on time.
