I'm really surprised at this.

A rental of mine was in an accident (minor, still driveable) once, and I stopped in the nearest Hertz and got a replacement no problem. Not only that, but they gave me an awesome upgrade. Yea it was a PITA afterwards, but thankfully it was business, covered through that, and my company's risk dept took care of that mess.

Maybe HUCA? Or call a local place yourself and ask (the manager may have to do it)?
