Of course, one can use the GE kiosks at US preclearance sites at Canadian airports. However, the GE card would be useless for nexus lane entry (through Canadian customs and immigration) into Canada.
Related to this issue - on the AC thread - a TSE precheck type lane for transborder security at T1, YYZ.

They're two different organizations. Airport security is through CATSA, where GE/Nexus are by Immigration folks. You can try, but you run the very real risk of running into someone who will look at you funny and say no. Then again, considering they let just about anyone into the Nexus lane when it's not busy anyway (thus defeating the purpose of an exedited Nexus lane) I don't think you have anything to lose.
