I dunno, when I buy my ticket they say I am entitled to bring on board one carryon and one personal item.
I assume that means they have allocated some space for me to do this.
Logically it makes sense for everyone to use the space above their own seat.
As long as everyone does this then everyone will be fine. It takes one jackass to cause a cascading series of issues for everyone else.
And yes, if the space under your seat is empty and you stored your personal item above my seat meaning that I have to move my bag into Y from J, you are being just such a jackass by not using the space given to you for your belongings.
However, I could point out that your ticket does not mention anything about the storage space under the seat in front of you belonging to your seat so I'm sure you will have no problem then if I cram it full of my junk if you have stuck your personal item above my seat.
After all, if your rule is the operating rule, that space under the other seat doesn't have your seat number on it and certainly is not a part of your seat either.
So ... basically we can all act like jackass lawyers and go by the fine print or we can just use the space above our own seats and in front of us and be good citizens.
I know which way works better.
