It's not a small number and most of their countries also have relations with mainland China. I guess Russia missed the memo that even Taiwan and PRC have direct flights these days and the pissing match has mostly diminished.
Air China has a sub-fleet of planes that don't have the PRC flag just for cross-strait flights.
