A GGL is entitled to take 2 guests into any lounge the GGL is entitled to be in (leaving aside the CCR card). Thus a GGL flying in F is entitled to take 2 guests into the CCR.

The CCR Card is something of an anomaly in only allowing the GGL a single guest if not flying in F. This is possibly because it used to be the only card which did not give a guest access.

I am pretty sure I am right about a GGL getting 2 guests into the CCR (if flying in F) but haven't really had cause to try myself. I have on occasion guested in 2 guests when not flying in F using my CCR card but this was probably just down to discretion on the day.
