I agree with everything you mention apart from this. A non CCR GGL in my opinion can only take one guest into the CCR when flying F. It's the F BP which allows this (whether blue, GGL or Pink cardholder).

GGLs can only take 2 guests into lounges up to and including First.

I have never had an issue with guesting one into CCR when not flying F and haven't received any notification that anything has changed..
